Is it posible for a westerner to enjoy an inexpensive retirement in Cambodia

Depends on what you mean by inexpensive.You want to retired in a countryside with local cambodian that would be inexpensive. By doing so you get to enjoy and experience the everydays' life of a true cambodian, but i can tell it's not comfortable. Or you can stay at a bungalows in an island for $5 per night.
