Dear Sir,

we have been asked, by a Local in Cameroon who claims to be agent there through an advertisement in News Paper, for samples and tender documents to enter a bid for t-shirts required by ministry of sports cameroon. We sent 7 best quality expensive peices of samples and documents including company profile, performa invoice etc... we sent it all. Now they say that the Contract Is Been Awarded To Us, and also mailed us Original Scan Copy of Contract Registration Certificates, Contract Award Certificate, and Certificate from Ministry of Sports (TOUNSITAYOU CONTRACT AWARDING COMMITTEE).

Now they are asking us to pay USD: 4560.00 as registration fee to register ourselve as "A" Category Exporter as per the requirement of GOVERMENT OF CAMEROON.

IS IT A GENUINE TRANSACTION. SHOULD WE PAY THE AMOUNT.

PLEASE REPLY AT EARLIEST, BECAUSE IF THE TRANSACTION IS GENUINE WE DONOT WANT TO MISS THIS CONTRACT.

The above sounds like the Advance Fee Fraud, also known as the 419 scam although I would need more details to be sure.

It takes many different faces but usually culminates in a request for a fee, usually in the thousands of dollars, for various official documents or licences etc..,

I have received a contract from the CDAP too. a contract for the delivery of soap, 42T per month for 12 months. I am now at the stage where they have send me an e-mail advising me to hire a lawyer (one that has been searched by them) and ask him to represent me in Cameroon, since I will not be able to be there for the contract signing.

I had send samples with FEDEX and the CDAp informed me last wednesday that they received the samples. however FEDEX called me today telling me that they delivered the samples yesterday!

I am going to mail the lawyer that they recommended, telling him upfront that I am not going to pay any fee's unless he did not sign the contract.

I also got some mails from a agent for CDAP regarding 5 million T shirt. Now they are asking samples and documents including letters, invoices etc. But when I ask their courier account No. to send samples, they can't because of over bill on courier.

You can be pretty sure the email is a scam. Why not call the Cameroon embassy and ask them? Why not call Interpol and ask them? Why not call the police authorites in Cameroon and ask them?

And look up the contact information for those places independently.

This is most likely a scam. They will probably ask you for advance fees for various documents from the Cameroon ministry of public health, even the office of the President of Cameroon. Don't pay anything, don't give them any private information.

What is anyone going to do with 1.2 million tshirts in Cameroon?

The "problem" with the scams is it is getting too hard to just say "wire us the money" so they have to develop involved, convoluted, exciting things for you to do.

I would say anything other than them arriving on your doorstep with the total price in cash is a scam... but I think even if they showed up with cash it would be counterfiet.

I also received an order for bedsheets, only mine was for 1, 000, 000 sets. After I did extensive research and entered a bid, I was asked to send samples from my manufacturer, which I also did. Just this week I was informed by the contract allotment board that I won the contract, they also sent me a draft of the official contract for my review and a copy of the award certificate with the official stamp and all. I was to contact my local agent for him to set me up with a senior attorney. I was to give this attorney power of attorney so that he could sign the contract on my behalf. Turns out that 48 hours before the contract was scheduled to be signed, I was told that the lawyer needed a fee of $5540 to be western unioned to him before he would even open up a file for me. I spent two months working on that deal. Was I correct to walk away from it?

The fact of the matter is, these so called referral and submission fee systems where imposed as a form of similar performance bond detail by the world bank, sida and other trade organizations at this level.

What it actually does, is not deterring anyone of less scrupelous behavior from entering a bid, but it promotes fraud and corruption.

Although we at my organization currently are progressing with bids for goods at a combined value at the moment, well beyond 240 billion USD, we will not nor can we consider submitting sucha ridiculous fee for something they want at any rate.

If we have the best price and product, they will buy it anyway, and if they dont, they do nothing but suck the life out of their own population by increasing ideas for fraudsters to hang on to.

If the international trade community instead had the guts to stand up and tell these "fake mini governments" that we dont intend to pay a fee to participate, then they will stop this nonsense once and for all.

But the trouble is... as long as stupid people manage large corporations, they will pay and think its ok.

Up untill now i was totally unaware of the scams going on in Comeroon. I was looking on the internet and it caught my attention how someone close to where i live(FL) was giving for adoption some english bulldog puppies. I contacted the breeder and it ended up being someone from Cameroon, she told me needed $170usd to sheep the pup, since i didnt not know anything about the scams i agreed and payed the amount. Later i am contacted by petstransport requesting $490usd for the R.I.F. (refundable insurance fee) of the puppy. Then later they wanted $250usd for a "crate" suposedly the one the dog had was not the right one for travel. Not just that, but there was a second company that contacted me requesting $300usd for a second insurance. This is crazy. Where do they get scaming people like this? Unfortunatly i sent the first $170 and $490 total of $660 dollars before i realized what was going on. I all looks like a huge scam. I have all the emails sent to me by them, and the money gram confirmation as evidence. That $660 was all i had for this christmas and unfortunatly i will be spending the worst days ever.
