This looks like a great website for specifics on getting Satellite Internet Service in Costa Rica.
They have PRICES! (Yeah, the dish is a bit expensive). They have upload and download speed plans listed. Probably realistic prices for what you get (and your not limited to dial up or worse upload speeds).
Is this readily available in Costa Rica?
