Your website is a wee bit out of date (not to mention it reads too much like the tour books):"A valid passport is required to enter Costa Rica. At the discretion of Costa Rican authorities, travelers are routinely admitted with a certified copy of their U.S. birth certificate and a valid photo identification. Foreign tourists are generally permitted to stay up to 90 days."
US Travelers are NOW, NEVER admitted with a birthcerticate. That is a couple years out of date (and will shortly be a thing of the past for Canada and the Carribean as well).
Many foreign tourists are admited for up to 30 days and only after receiving a visa.
You would be better to direct people to the CR Embassy website in Washington DC for correct information.
Though, a "run-a-round" is likely to be your experience traveling in Costa Rica, so why not have it start before you leave?
