Is the traffic heavy in areas? I am just trying to figure out if it is best to leave extra time between destinations.

It really depends on which islands you are going to. The more popular the island is the more busy it will be obviously. So if you are going to one of the bigger cities in the Philippines, leaving a bit early is always a good idea. Better to be safe than sorry, right?
