The health care in Uruguay is basically private. The ministry of public health and the military offer public health services.
Insead of "health insurance" one buys a membership with the hospital of their choice. The price will vary depending on your ages, etc, but I think you will often find it to run in the $50-$60/month range. You don't have to obtain residency to become a member.
"Hospital Britanico" (The British Hospital) is considering on of the best and more popular with English speaking "residents".
The question about pre existing conditions is always tough, but I think you'll find the British Hospital will answer emails promptly (in English).
You will have to submit to some degree of testing before they accept your membership (blood tests, dr interview, maybe more).
