Can you have clean, safe beaches, rent and live on $800 a month income, with no mosquitos, flies and crawlers to excess? Does the earth have such a place? Can anyone give me an idea as to where to start looking/researching in Uruguay for a cool spot?

The answer is probably yes. However, the question is then whether the lifestyle $800/mo will gets you be sufficent for you?If you live outside of town the rents will be cheaper... but the transportation more problematic (or expensive if you buy a car). Do you want to live ON the beach for that price, near the beach (walking distance)? Do you want to eat out or cook all your food? Your best bet is to make a trip and see if living within that price range is suitable for you. Uruguay may not be the cheapest place around, but I believe it has an excellent value for the dollar (or peso).
